No, they ain't. The purpose of a jock strap is to hold your junk in place so it don't go nowhere for sports. Ones for football take what's called a cup, which is a piece of plastic that goes down in front of your balls so that if you get hit in the crotch, you got some protection from the hit.

...A "jock", in that regard, is an athlete, usually one who makes the pastime their primary character trait. The clothing is so named because it is worn by such people. While I do not know why you are named as you are, I doubt that you would have been named for undergarments.
