Well, they are all over the forest. You would have to obtain a trainer's license and some Poke Balls first, and with those, you can capture bug Pokemon.

Yes, a trainer's license. You can obtain one from a Pokemon professor, should they deem you capable of handling Pokemon.

[ although, with some people being trainers, clearly their policies and processes are faulty. ]

If you are capable of traveling to Unova, there is a professor in Nuvema Town. She will likely give you your license.
