Exactly. You start with a hypothesis, and test it in experiment. See if you can replicate the effect, keeping parameters under control so any changes you see are ONLY the effect you're looking for. If it works, you have yourself a solid theory... even a law if it tests out time and time again.

Oh, incidentally, you know who first tested that one?
