He knew very little of Rick, not enough to formulate an opinion. Vivian, however, has a very obvious alibi that leads him to one conclusion:
She needs to be reset. Immediately. No ifs, ands, or buts.
He has to investigate the sight of that, let alone the church having burnt down. This all reeks of fishy behavior and shady dealings. It all does.
